Some organizations have very structured and standardized approaches to facility projects and others do not because of high variability in projects or limited number of projects.

For this question, consider a structured process to be a documented process for project identification, business case, inclusion in the capital plan, defined project team (by roles), and sequence of review steps from program development to completion of construction. A partially structured process would have some of these.

For this question, consider a standard template to be a documented set of design programming questions (to define scope), conceptual facility layout, and design standards/specs for building systems and F&E. A partial template would have some of these.
